Normal Papyrus is meant to be just an illusion which only Sans sees which serves to improve how crazy he is, normally Ghost Papyrus is never visible by the human since he just doesn't exist, the 2018 Dusttale game changed it for some reason So that may be why there's no Ghost Papyrus since maybe they want to stay more canon to the OG
