    The big difference between stratified and cluster sampling is that you take a sample from each and every stratum (yes formed as you wish, though some homogeneity within strata is desirable), whereas clusters are randomly selected from a bigger population of all clusters (yes, they are natural clumpings, easy to list and pick). You select within (all) strata, whereas you select (some) clusters at random. Your three nations example is stratified sampling if you only wanted to study those 3 countries, and took 50 folks from each. If you selected those three countries at random from many countries, then it is cluster sampling (hopefully you got a representative collection, though doubtful with only 3 countries), and if you then select 50 from each selected country cluster sample, it is two stage cluster sampling. If you sampled everyone in each randomly selected country, then it is simple cluster sampling.
