These are great little wagons and many narrow gauge railways used at least some of them. The Binnie kits are excellent quality and deservedly popular. I use cyano glue to fix the axle-boxes in place, as per Mr Binnie’s instructions. They’re nylon and the usual poly glues don’t hold so well on them.
Mr Binnie knows his materials. His advice is worth following.

Why do you sand the bottom of the bucket?

There is a bit of plastic there which is left over from the moulding process.
