How do you prove the financial side if your partner isn't an australian citizen yet? Because they're coming from another country i don't know what bank would take it on being non australian?

I applied for my spouse's 309 visa on 21/02/2023. It has been 18 months now but the visa has not been received. My husband is an Australian citizen. His sponsorship had Confirmed and sent to the department. I have been to Australia once. I updated police report again in January 2024. The account will be updated every three months.
