The section at 4:50 is the most technically unique thing here, about stepping forward with the right and back with the left. Some European styles try to stay more neutrally facing the table for universal readiness but smaller shots.
Step in same as short forehand, but use your backhand. It is very simple! Or even recieve backhand serve with forehand if comfortable it completely depends on your style. I like to backhand flick, but it is much more complicated to do. Pushing is much more simple.
I don't understand, why don't just stay closer to the table by one step on both feet to save the time if you are going to move forward by one step anyway?
Because if you stand too close to the table, your opponent can catch you off guard and hit a fast and long serve/shot where you cannot react fast enough

The idea is that the moving human body reacts and moves faster than from the static position.
Because there are long serves too...
moving back is harder then moving forward, if they serve a well placed and fast long serve you can´t properly receive it
