If you flash in farie mastermind in response how can you spell stutter and make opponent pay more since farie isn’t technically on the field yet ?

If the mastermind is in response to the spell stutter then it would resolve before the stutter. If you mastermind and stutter before it enters. Then they would still pay 2

And you can no where to run then cut down ?? It won’t allow me to do that on arena.

That's right. Since he was not the Active player, when the -3 ability reolves, the stack is empty, and he has no longer the priority
