CHEC isa a very good contractor and all factors being equal I believe they will deliver by the end of the year. Remember we are moving into the rainy part of the year and there will likely be time lost by inclement weather .
I think the end of the year 2024 is more realistic. Not withstanding, the fact that they officially open the Urban doesn't necessarily mean that all the buildings will be available for full access. E.g. The Hudson Yards in New York City has been open for over a Year, yet work is still going on some of those buildings. Check it out ... They more than likely do it for ceremonial and other reasons, similarly to that leg of the highway running just outside the area. Also, please check out what's going on with that Norman Airport entry facelift (Round About), Airport Road corridor - water front Jogging Trails, and the connection to the Port Royal Enhanced Tourism development. They often concurrently develop alot of these scenery areas for general use by the public in most developed countries ...a lot.
