Serious question here So at 9:30, you use two plugins (Zebra and Serum), both of which had a feature that allowed you to control the speed that a loop of a filter automation played out. I would really like to use that feature on other vst's as well. Is there some kind of plugin that can do that effect, and then slap it on to any vst that you're using?

Try "LFO tool" by Xfer Records. They have multi-stage envelopes too and you can modulate filters, the volume and so on. Let me know if that helps ! :)
