Because you have turned the inverter ( Load) on which is pulling amps directly from the battery so there was a voltage drop caused by the inverter. Your panels however is not producing enough current at that particular moment to pull that voltage higher such as up to 14.5. Using a MPPT controller will be little more efficient in this scenario. If you turn off your inverter the voltage will jump off to preset charging voltage again, by the way it is perfectly normal.
