so i overthought about Kermit's domain & i think i figured out how it works.
i believe the nature of Swamp of Serenity is as a counter-domain. we saw Sukuna make a barrier around the group when he opened his domain, so unless Kermit had an open domain the only results that using Swamp of Serenity would have would be it nullifying Sukuna's sure-hit, yet instead we see it fully manifest with the Shrine of Sukuna's domain sinking into the swamp with the King of Curses baffled.
i believe that Kermit's domain works by usurping pre-existing domains & forcing the original technique under the water. as for how? maybe Kermit used a combination of binding vows & DAU bullshit to redirect his domain's sure-hit to the enemy technique instead of the enemy themselves? Kermit is already able to fight with DBZ levels of power, so most JJK characters wouldn't be able to keep up without hax abilities like domains, so Kermit likely specifically tailored his own domain to counter it, leaving the enemy with technique burnout & giving Kermit plenty of time to beat the crap out of whoever he's fighting with whatever bullshit he feels like using that day
