This happened to one of our female technical staff going with her colleagues to install a flight simulator in Singapore. She was taken for secondary interview by two make BI officers who accused her of being a prostitute, said she "doesn't look like a technician", and asked a bunch of questions about her having a boyfriend etc. Even though she had a work ID, hotel booking, job order from the client in Singapore etc. She nearly missed her flight, but was finally let go after her Male colleagues refused to board the plane without her and said they'd call our company Atty if they missed the flight and demanded to speak to a supervisor. We've since heard from a lot of people with similar experiences. By what right do they have to stop Filipino Citizens with passports, tickets, hotel bookings etc etc, from leaving the country? Are they under arrest, are they being detained because they're accused of committing a crime? Immigration is supposed to control people entering the country, not deciding if they can leave it. Do they have a constitutional right to stop Filipinos from traveling when they have passports, tickets, hotel bookings etc. based on their opinion that they may be a victim of human trafficking? What training do they have to recognize that anyway? They seem to treat Filipinos like children who are incapable of looking out for themselves as adults. If someone has all the correct requirements to travel, by what right do they detain them, cause them to miss their flights?.. and there's nothing the traveler can do about it. It's ridiculous. Once more, the poor suffering Filipino has to contend with a Gov't agency Hell bent on making their lives harder. Why are the BI and Security Staff at Airports always in the news for things like this. What message does this send to the World about the "professionalism" of the Philippines. And let's not even start on Philippines Customs.. Another "Agency" that's needs to be investigated. Seems rather than protection from Human trafficking, the Filipino needs protection from rogue agency staff. 😢

As per our right written in the constitution, Article III, Section 6 of the 1987 Philippine Constitution guarantees the liberty of travel, which shall not be impaired except in the interest of national security, public safety, or public health, as may be provided by law. The provision covers the right to travel both within and out of the country. >>>> this means if they are not letting you go, (and there is no reason for you to be there) they should be accountable on Article III, Section 6 of the 1987.

Is it because, in their opinion, any attractive young woman must be either a prostitute or the victim of human trafficking? What leads them to believe that all these people must be stopped, questioned and delayed long enough to miss their flights based on nothing more than some "suspicion" based on nothing other than their personal opinion. Sounds more like profiling attractive young women for harassment than any genuine concern that something is amiss about the person's travel. And this spokesperson is trying to shift the issue to making light of bringing your year book to the airport. Why isn't there cameras recording this stuff? I'd advise anyone stopped to turn the recording app on in their cell phone and record the interaction and inform the immigration authority that they're going to record this so it can be handed to their lawyer to see if there's a case to be filed for illegal detention or harassment. See how the immigration officer reacts to that.
The more I watch Cham's interviews, the more I admire her spunk and determination to ensure what happened to her don't happen to other Pinoy travelers. No hysterics and very clear narration in every media forum she is featured. Sometimes, she even appears more professional than the interviewer. If I'm a network exec, I would seriously consider making an offer to have her as a talent like a reporter-at-large.
It seems a lot of malpractice and unethical activities in the Philippine airport and immigration have again recently become widespread and slowly becoming the norm. Another way to put the country in the “hall of shame”. Im just wondering what corrective actions the government have for these situations? and if so, are they implemented strictly. Imagine being opressed, harassed, and unjustly treated by your own fellow citizen? These unethical activities going around the airport are ridiculous and truly sickening.

agree, 2-3yrs ago may ngreklamo ng naoffload sa tulfo, ang ginawa lang nla is pinayagan na lumabas ung traveler and ngdie down ung issue and after that back to business ang IO.
The delaying tactic is their indirect way of asking for a bribe. Experienced this at the BI main office. Asked me to pay an extra 4k for a single document my baby needed at that time. I couldn’t believe it was happening to us. We’re gonna miss our flight if we didn’t have that document and they knew that. Our desperation was so apparent. We were exhausted, barely slept just to be there early and I was carrying my 5-month-old baby. It’s too noisy and so crowded, still they wanted the money. I was literally begging. “ Sir we don’t have enough money now”. We’ve spent so much already going back and forth for all the documents required for this trip. We came from the province and we’re exhausted.” Still, that fat guy and his two other peers seated at a table right outside an office on the far left side of the BI didn’t seem to care. I didn’t try to negotiate. We followed all the rules and completed all the necessary paperwork, why would I have to pay extra? That experience was horrible.
AGREE 100% . Gusto nilang matakot ka kaya magbibigay ka nlang ng bribe or nangungutong yan. I experienced that in 2001 yata my first trip sana to Thailand. I had the mistake of checking off “ Visit a friend” in the purpose of travel form ( a small form). In hindsight, I should have checked sabi ng friends ko “ Tourist yata . I had a RT ticket and a place to stay there. So he said I will be denied but if I want to proceed, I have to give P1,000.00 para maprocess agad at makatuloy ako. Hindi na akon tumuloy and stayed in Manila instead ( kc based in the province ako).

Above the CCTV cam, the traveller should be allowed to record the actual inspection/interview process so they can protect themselves and show evidence if this situation should rise up again.

This country needs new breed of heroes to change government services being abused by some of government agencies employees, not only BI.. Its effeciencies reflect how Philippine Government works under the present and previous administrations. Maybe this had happend before during past administrations, if it did happend, then we should have improved government sevices by now under the new administration. If government service had deteriorated under the new administration, then we have to change it. That is why we need new breed of heroes to change the system..

Ms Tanteras decision to come out viral in the media with this issue deserves a thumbs up. Not so many are bold enough to do that. This culture of corruption in the immigration has to stop now and although many Filipinos, no just foreigners, are aware not of this, very few, if at all, dare to bring the issue to the fore. Kudos to Ms. Tanteras. The way she was interviewed by the Source, however, is repetitive…A question was already asked and answered but the interviewer would later go back to the same question for clarification. Looks like she was not well prepared for the interview.
Similar experience back in 2018, fortunately, we made it to our flight, although it was already the final call for boarding. It's really frustrating. Honestly, an apology is not enough.
I think common Filipino travelers understand the issue of human trafficking but do they really have to sacrifice valid good travellers just so they could catch the bad ones? The resolution to this should be: 1. All immigration interviews should be recorded and DOCUMENTED soecially for those Offloaded 2. There should be a FOLLOW-UP investigation to validate the offloading. if it's proved it was valid, then they could pass this to NBI to figure out baka may syndicate involved. IF THE OFFLOADING was NOT RIGHT, traveler should be COMPENSATED for the ALL THE COSTS and TIME WASTED! ALL! and BI should pay for it.
True. For the sake of accountability, all secondary immigration interviews should be monitored by camera in the same way the immigration counters have CCTV cameras. That will make these officers be more wary of acting like the passengers are under their thumbs. Baka gusto lang nila ng padulas pag na-stress Yung pasahero na baka maiwan ng eroplano? Otherwise, what's the point of delaying with irrelevant questions despite being warned of boarding time by the airline personnel? In the 17 years that I fly back and forth between Europe and the Philippines, sa NAIA immigration talaga ako laging kinakabahan. Sa Europe ang lalaking tao pa ng mga taga immigration nila pero makikita mo na professionals sila. Madami na din akong bad experiences sa NAIA immigration and after these incident with Miss Cham, I decided that I will take a recording with my phone everytime I undergo interviews at NAIA. Modus for abuloy/padulas or % with the airlines, the real business minded people are them, really! Nakakahiya tayo sa buong mundo😢

I was also a victim of these short minded, paranoid, sloppy interrogating, racial profiling B.I. officers. Their tactic in filtering human trafficking is sooooooooo poor, they need to go back to school and study basic courtesy and psychology. Why can a foreigner come in and out of the country with ease, while being so strict to our fellow Filipino who just wanted to travel abroad? Finding a victim of human trafficking is not just looking at the face. You need a smart person for that, which is probably lacking in the Bureau.

Doesn't just happen at BI departures. My Indonesian GF and I arrived Manila to attend a christening (I was Godfather) I sailed through but my GF was detained and questioned in a very aggressive manner (her English not so good) and as a result traumatised by the experience with BI. I had all the documentation and travel details in my possession. It was not until she pointed me out (standing behind the BI desks) and said I am with my boyfriend that the BI officer turned around looked at me then let her go, suffice to say she does not wish to visit the Philippines again due to the way she was interrogated.........It's more fun in the Philippines NOT!!!

I was made to go through the same thing back in 2016 in cebu airport. IO even grabbed my phone to check communications between me and my employer at that time. Now knowing that they are not allowed to do those things made me realize that what I did was a good thing. I made a scene inside the office because the officer at that time questioned me of my gender and I had to tell him that I’d sue him for discrimination if he continues to question my gender and my capacity to travel. Thank God somebody now is standing up to these issues that is a constant dilemma for us travellers.
You should come out sa experience mo sa BI para ma collate lahat ng kabulastugan dyan sa BI. Maybe you can contact CHAM para mag create kayo sa lahat ng mga biktima sa BI para lalong lumakas ang against sa BI.

I'm living in Canada and traveled to US and other countries few times, anlayo ng difference. They are so professional and polite. Parang Marites lang ang dating ng mga IO sa Pinas.
I admire you for voicing out. I heard many cases of being asked irrelevant questions by immigration officers. My friend was pissed off being asked for college diploma by the immigration officer. She was already in her late 40s, a professor. When she reacted to the officer, the officer was angry. These are too much. Bad image for our country.

It definitely feels as though the Immigration Officer deliberately prolonged questioning as a subliminal message that Cham should slip him a little grease money to wrap things up quickly. It wouldn't surprise me at all if that was the main motive all along for such lengthy questioning!

Whatever she had experienced was truly stressful. All BI had to do was to do their job right, but they couldn't do it in the end. Abuse of power is apparent here, this is so frustrating!
I was a first time Balikbayan from USA in 2008, was only going back because my mother had a stroke which affected her eyesight. I was traveling with my 4 year old daughter, and I kid you not, I had a transaction with one of the most rude female employee at the counter where I presented my passport and customs declaration doc. At that time, I had been gone the country for eight years and I was appalled at the behavior of some Filipinos working for the government and for their fellow Filipinos. They act as if they hold the key to the gate of heaven, that kind of attitude. Just imagine.
She named the BI officer on her interview with Kabayan Noli De Castro, the officer's name is Abdula. Abdula even got her phone and browsed the emails (which I think against data privacy act, correct me if I am wrong). She can perhaps file another legal case on that. They did not fire BI Abdula, Abdula was only placed at the back office, so I think BI is protecting Abdula against people's / netizen's / media's clamor.
I've seen almost all of her tv interviews and she was very consistent in her statement of stories that she experienced at NAIA's immigration. I believe her sincerity toward her words.

never in my UA-cam history i commented so much because i feel you girl... when i left the country for a tourist visa, my sister invited me, they ask meticulously and i still keep myself cool because it's a part of the process, the thing that is i observed before is that there was a sense of power tripping. if you feel intimidated then they will continue doing that annoying power tripping.
I think some of the IOs are just power tripping. Many legitimate Filipino travellers have had this traumatic experience. I myself have been accused and berated by an IO so I too have carried trauma for years. It is so stressful to go thru the Philippine Immigration. They did this to my parents too. My mom and dad scheduled a flight from PH to HK. We were planning to celebrate their wedding anniversary as a family and they were the only ones in the PH so they have to take a plane by themselves. Then someone from immigration told them there's a problem with their documents. My parents have no idea immigration does this so they followed everything the officer said. They missed their flight but my cousin from the Ph helped them get new tickets the same day. We didn't know until we met up at HK, my mom said one immigration officer keeps saying "mag aboloy na lang kayo para mabilis" but my mom refused because they can't even give a valid reason
This apparently is NOT a case of suspected Human Trafficking but either a simple harrassment by the IO or the same wanted to induce bribe money from the traveller. The spokesperson is obviously just trying to do a damage control in favor of the BI, but not giving an impression of trying to help the travelling public. So sad that this things are again happening in our airports.

This is so sad, and once again no accountability just more excuses and finger-pointing. Wouldn't it be great if we could list what is required legally to get through the interview without issue. Let's not forget this happened before Christmas and it's just now coming out. How many people have had this or a similar situation happen to them. We had a similar experience but thank God my wife brought more items them we needed and I had a old brgy clearance from covid that had both our names and our address on it. No where does it say you are required to have bank statements, money, yearbooks, phone emails to prove anything. I would love for someone in this interview to ask "what is required to leave" she said don't bring yearbooks but that is what he asked for

Because Filipinos are happy people and they value the importance of shame or being ashamed to do something bad or something that can make others feel bad, they are not used to people who shows irritability and anger in public. They also don’t like to be embarrassed in front of a lot of people. They are very sensitive. Once you are talking to the Filipinos and you get angry with them, you have to hold your temper and talk or show your anger to them in private. They can understand if you will be angry because they committed mistakes and it will be easy for them to accept and adjust, just don’t embarrass them in front of other people because most of them will never forget that even when they get old.

My wife too to Singapore from Ph had the exact same issue! They interrogated her asked her for bank statements and pictures of our daughter etc. as an American i felt this is a complete violation of privacy. I’d be interested for this to gain traction.

Document the conversation or interview during secondary inspection, voice recorder or videotape. This will ensure that everything that has been asked and discussed during the inspection is properly recorded. Filipino travelers are at the mercy of BI officers n gusto mg power tripping or maybe asked for bribe. Secondary inspection should be conducted with full documentation and transparency for the protection of both the passenger and IO Officerm

It happened to me while I was on my way to Singapore also, But the immigration officer cant find anything to offload me so I was able to go but its true its not necessary to ask a lot of questions. When I applied for USA visa they only asked 4 questions. In our immigration, a lot of irrelevant questions. They cant say direct to the point what they really want that we all know what is it..
I have bad experience dealing with this Phil immigration but I always reply back with strong and accurate answer when bound to Singapore where I worked for 2 years as Expat Engineer.. I need to visit Singapore to train Technicians and Engineers..I am an Automation Engineer cum Trainor..So my American based company send me to Singapore to setup our Robotics Machines and conduct training...The immigration officer ask me " Ano daw gagawin ko sa Singapore? I replied that I setup Robotics Machine and will train Singaporeans in IBM Singapore..He answered in demand ka pla...sabi oo..May hotel itenirary ako. Round trip ticket at letter of invitation from IBM singapore plant manager..madamibg pang tanong na irrelevant so sinabi ko na paghindi ako nakapunta ng singapore eh babalikan ko siya at sinulat ko name nya..taga pque lang at pwedeng bisekleta lang sa airport..mainit na rin ako...buti tinatakan nya rin passport ko..mga inutil karamihan dyan..
This has been going on a while at BI but no one was brave enough to call them out until this young lady’s abuse came on. They are rude and down right abusive. This agency should be drained and be replaced asap. People who work there were obviously appointed because of connections not because of their own merit. Look at their spokesperson, she looks like a Karen to me.
10 years ago, I missed my flight to Canada because I did not have a "sticker" about attending a seminar of living abroad. I already lived abroad for 5 years in Singapore already. I had to attend a seminar to get the sticker that the Canadian immigration officer never even bothered to look at when I landed in Vancouver.
Btw, name of the unprofessional officer is Abdullah. He was moved to work in back office after this incident. In my opinion He should be fired. There are many educated and kind Filipinos who can take his place.
Nah almost all BI Officers are very arrogant. I went to the office in Cebu and I asked for information in the BI Office. And the officer just rolled his eyes ignored me like I was not talking to him. Never felt so humiliated than that. Only few but maybe like 2 are good ones. There rest feel so entitled.
I also have the same experience. I missed my flight because of the prolong questioning as the same time questioning with the secondary interviewer. I book another flight on the same day, causing me more amount. I don't know if this is a power tripping. I satisfied the requirements about my flight and returned tickets, hotel accommodation, they even asked and see my bank account. Until I missed my flight. I just follow the flow just to end up everything and proceed with my travel plan. Now, I am a happy traveler with only a few questions ask to clear the Immigration here in the Philippines.
This happens to my girlfriend and I have to spend extra expenses and she got offloaded in manila and she has to book another ticket it is unreasonable and she got fine from the airline even though it is the immigration fault and she has to pay for a new air ticket. Thank you for exposing the problem in the immigration in the Philippines.
A group of my colleagues were talking about this & say that incidents like what happened to Chams Tanteras are getting worse. That likely they were looking for money (grease). The BI personnel likely didn't think she would publicize the incident in social media. Tanteras was surprised about the volume of the public response to her posting. This means other incidents like this have been happening.
Ms. Cham seems to be a very pleasant lady. It’s unfortunate that she has to go through these things. Buti nalang din na-open ung issue na ‘to so to alarm the other government agencies that normal citizens can definitely speak up and fight back.
Talking to the spokesperson of BI was a big waste of time. It sounded like she's just defending the officer and making the complainant a liar. Expect they won't take accountability for any of it. Filipinos will just get frustrated all the time when things like this happens. 😪

I too experienced the same pero di naman ako na offload o na missed ang flight ko. But I am with solidarity with my fellow ofw's or travellers na naka experience nito. There is really no winning with IO. if the travellers won’t grant consent to their phone then you probably would consider it a red flag. I don’t see why they should start checking on other people’s email. They can always just ask the person to show it to them without having to hold the mobile phone themselves.
I agree, this was a clear power trip by the officer. This happens far to often. So much of what Dana Sandoval said happens everyday this happened to my wife two weeks ago. After taking her phone I was upset and she told me to relax because she feared they would hold her there. I honest believe more of these stories will come to light in the next few weeks
I really don't see "accountability" in BI. I'm glad someone is being heard because in reality everyone specially for normal people who are just afraid and just follow them due to fear of hassle (offload) and just accept filipino treatment. I can relate because several years ago I also missed my solo flight due to prolonged questioning even immigration officer is being reminded by floor officer. Ending I need to rebook my flight to Singapore at the same day but refund is granted to me by (CebuPac - thank you). However, the experienced is very WALA SILANG PAKEALAM SAYO MAGDUSA KA!

The cost of the wasted time in both the two ladies should be added to the administrative charges against the power-tripping IO. His face should be plastered all over for proper "credit" in fairness to other IOs who are more professional in doing their job.
Back in October, I had the same experience with an Imm Officer and pisses me off until now. I have to swallow this bitter reality about the Philippine system. I went on a two week holiday bound to SA and Mozambique. The officer asked me any photo of my partner? Photos of earlier trips? Why I went to Qatar? Like hello, I was back in Philippines after these trips, alive! what human trafficking are we talking about here. I can afford my tickets, I can afford these trips. I felt violated, my privacy was compromised, I have to explain about a personal issue with my Mom and Dad oh my god! Why I have to go through this lengthy explaination. I wish I could have slapped the officer with my old passports, to show the countries I've visited. Asking unnecessary questions indicate incompetence of these officers, ineffective and inefficient system. We are way behind other SouthEast Asian countries. I could only wish for a miracle, a change, an improvemrlent. Less stress, happy, satisfied travellers. See you soon BI, I am travelling again😂
I see a lot of comments on several articles about this issue but this is nothing compared to what foreigners endure here in the Philippines If they would speak out the internet blows up but they can’t because they would get blacklisted. The government should contact a few so the world would know that the Philippines are not only corrupt but Racists as well because it’s not only the Immigration but it’s Everywhere. As a Filipina I’m embarrassed how they treat foreigners and I say this because I witnessed it first hand and I feel for them.

Shout out to Cham Contreras. Some people feels so entitled just because they are in the position/authority. Whatever that position/authority is. There had been irregularities in the immigration. This happened to my brother about two decades ago. My brother was granted a 5 year multiple visa to the United States. He had previously travelled to the US with my parents. This time, he was traveling by himself to visit me. At the airport, an immigration officer confiscated his passport saying that it was fake. I don’t know what has gotten to that officer doing that when in fact it even has been stamped already from previous travels, from one of the Asian countries, and another from the US itself. My brother missed his flight, it traumatized him, he didn’t want to travel anymore. My parents have to go retrieve the passport, file a complaint. The passport was retrieved. The officer was reprimanded by his boss and the boss apologized for the inconvenience. My brother eventually pursued his travel and I got to see him. But all the hassle, and emotional trauma to me and my brother. For no reason at all. Who knows if they even had any memos or adjustments made to prevent like these to happen. Miss Cham Tanteras is right. This will just be forgotten and they’ll continue to do it. Thank to Miss Tanteras for doing this. Changes should be made, and sadly, it only happens whenever somebody formally file a complaint and it goes big. Thank you again and more power to you for representing millions of Filipinos.

This happened to one of our female technical staff going with her colleagues to install a flight simulator in Singapore. She was taken for secondary interview by two make BI officers who accused her of being a prostitute, said she "doesn't look like a technician", and asked a bunch of questions about her having a boyfriend etc. Even though she had a work ID, hotel booking, job order from the client in Singapore etc. She nearly missed her flight, but was finally let go after her Male colleagues refused to board the plane without her and said they'd call our company Atty if they missed the flight and demanded to speak to a supervisor. We've since heard from a lot of people with similar experiences. By what right do they have to stop Filipino Citizens with passports, tickets, hotel bookings etc etc, from leaving the country? Are they under arrest, are they being detained because they're accused of committing a crime? Immigration is supposed to control people entering the country, not deciding if they can leave it. Do they have a constitutional right to stop Filipinos from traveling when they have passports, tickets, hotel bookings etc. based on their opinion that they may be a victim of human trafficking? What training do they have to recognize that anyway? They seem to treat Filipinos like children who are incapable of looking out for themselves as adults. If someone has all the correct requirements to travel, by what right do they detain them, cause them to miss their flights?.. and there's nothing the traveler can do about it. It's ridiculous. Once more, the poor suffering Filipino has to contend with a Gov't agency Hell bent on making their lives harder. Why are the BI and Security Staff at Airports always in the news for things like this. What message does this send to the World about the "professionalism" of the Philippines. And let's not even start on Philippines Customs.. Another "Agency" that's needs to be investigated. Seems to me, that if you're an adult, have a passport, return ticket and hotel bookings then there's nothing suspicious about it. Where does the suspicion come from? Is it because, in their opinion, any attractive young woman must be either a prostitute or the victim of human trafficking? What leads them to believe that all these people must be stopped, questioned and delayed long enough to miss their flights based on nothing more than some "suspicion" based on nothing other than their personal opinion. Sounds more like profiling attractive young women for harassment than any genuine concern that something is amiss about the person's travel. And this spokesperson is trying to shift the issue to making light of bringing your year book to the airport. Why isn't there cameras recording this stuff? I'd advise anyone stopped to turn the recording app on in their cell phone and record the interaction and inform the immigration authority that they're going to record this so it can be handed to their lawyer to see if there's a case to be filed for illegal detention or harassment. See how the immigration officer reacts to that.

The more I watch Cham's interviews, the more I admire her spunk and determination to ensure what happened to her don't happen to other Pinoy travelers. No hysterics and very clear narration in every media forum she is featured. Sometimes, she even appears more professional than the interviewer. If I'm a network exec, I would seriously consider making an offer to have her as a talent like a reporter-at-large.

It seems a lot of malpractice and unethical activities in the Philippine airport and immigration have again recently become widespread and slowly becoming the norm. Another way to put the country in the “hall of shame”. Im just wondering what corrective actions the government have for these situations? and if so, are they implemented strictly. The delaying tactic is their indirect way of asking for a bribe. Experienced this at the BI main office. Asked me to pay an extra 4k for a single document my baby needed at that time. I couldn’t believe it was happening to us. We’re gonna miss our flight if we didn’t have that document and they knew that. Our desperation was so apparent. We were exhausted, barely slept just to be there early and I was carrying my 5-month-old baby. It’s too noisy and so crowded, still they wanted the money. I was literally begging. “ Sir we don’t have enough money now”. We’ve spent so much already going back and forth for all the documents required for this trip. We came from the province and we’re exhausted.” Still, that fat guy and his two other peers seated at a table right outside an office on the far left side of the BI didn’t seem to care. I didn’t try to negotiate. We followed all the rules and completed all the necessary paperwork, why would I have to pay extra? That experience was horrible.

AGREE 100% . Gusto nilang matakot ka kaya magbibigay ka nlang ng bribe or nangungutong yan. I experienced that in 2001 yata my first trip sana to Thailand. I had the mistake of checking off “ Visit a friend” in the purpose of travel form ( a small form). In hindsight, I should have checked sabi ng friends ko “ Tourist yata . I had a RT ticket and a place to stay there. So he said I will be denied but if I want to proceed, I have to give P1,000.00 para maprocess agad at makatuloy ako. Hindi na akon tumuloy and stayed in Manila instead ( kc based in the province ako).

Above the CCTV cam, the traveller should be allowed to record the actual inspection/interview process so they can protect themselves and show evidence if this situation should rise up again.

This country needs new breed of heroes to change government services being abused by some of government agencies employees, not only BI.. Its effeciencies reflect how Philippine Government works under the present and previous administrations. Maybe this had happend before during past administrations, if it did happend, then we should have improved government sevices by now under the new administration. If government service had deteriorated under the new administration, then we have to change it. That is why we need new breed of heroes to change the system..

Allow interviews to be recorded by passengers. This ensures that irrelevant questions can be evident in case of improper behavior by the BI

Ms Tanteras decision to come out viral in the media with this issue deserves a thumbs up. Not so many are bold enough to do that. This culture of corruption in the immigration has to stop now and although many Filipinos, no just foreigners, are aware not of this, very few, if at all, dare to bring the issue to the fore. Kudos to Ms. Tanteras. The way she was interviewed by the Source, however, is repetitive…A question was already asked and answered but the interviewer would later go back to the same question for clarification. Looks like she was not well prepared for the interview.
Similar experience back in 2018, fortunately, we made it to our flight, although it was already the final call for boarding. It's really frustrating. Honestly, an apology is not enough.
I think common Filipino travelers understand the issue of human trafficking but do they really have to sacrifice valid good travellers just so they could catch the bad ones?
The resolution to this should be:
1. All immigration interviews should be recorded and DOCUMENTED soecially for those Offloaded
2. There should be a FOLLOW-UP investigation to validate the offloading. if it's proved it was valid, then they could pass this to NBI to figure out baka may syndicate involved. IF THE OFFLOADING was NOT RIGHT, traveler should be COMPENSATED for the ALL THE COSTS and TIME WASTED! ALL! and BI should pay for it.

True. For the sake of accountability, all secondary immigration interviews should be monitored by camera in the same way the immigration counters have CCTV cameras. That will make these officers be more wary of acting like the passengers are under their thumbs. Baka gusto lang nila ng padulas pag na-stress Yung pasahero na baka maiwan ng eroplano? Otherwise, what's the point of delaying with irrelevant questions despite being warned of boarding time by the airline personnel? In the 17 years that I fly back and forth between Europe and the Philippines, sa NAIA immigration talaga ako laging kinakabahan. Sa Europe ang lalaking tao pa ng mga taga immigration nila pero makikita mo na professionals sila. Madami na din akong bad experiences sa NAIA immigration and after these incident with Miss Cham, I decided that I will take a recording with my phone everytime I undergo interviews at NAIA. Modus for abuloy/padulas or % with the airlines, the real business minded people are them, really! Nakakahiya tayo sa buong mundo😢

I was also a victim of these short minded, paranoid, sloppy interrogating, racial profiling B.I. officers. Their tactic in filtering human trafficking is sooooooooo poor, they need to go back to school and study basic courtesy and psychology. Why can a foreigner come in and out of the country with ease, while being so strict to our fellow Filipino who just wanted to travel abroad? Finding a victim of human trafficking is not just looking at the face. You need a smart person for that, which is probably lacking in the Bureau.

Doesn't just happen at BI departures. My Indonesian GF and I arrived Manila to attend a christening (I was Godfather) I sailed through but my GF was detained and questioned in a very aggressive manner (her English not so good) and as a result traumatised by the experience with BI. I had all the documentation and travel details in my possession. It was not until she pointed me out (standing behind the BI desks) and said I am with my boyfriend that the BI officer turned around looked at me then let her go, suffice to say she does not wish to visit the Philippines again due to the way she was interrogated.........It's more fun in the Philippines NOT!!!
The Philippines is not a place for "soft hearted " people. They will die or go crazy.

I was made to go through the same thing back in 2016 in cebu airport. IO even grabbed my phone to check communications between me and my employer at that time. Now knowing that they are not allowed to do those things made me realize that what I did was a good thing. I made a scene inside the office because the officer at that time questioned me of my gender and I had to tell him that I’d sue him for discrimination if he continues to question my gender and my capacity to travel.
Thank God somebody now is standing up to these issues that is a constant dilemma for us travellers.
You should come out sa experience mo sa BI para ma collate lahat ng kabulastugan dyan sa BI. Maybe you can contact CHAM para mag create kayo sa lahat ng mga biktima sa BI para lalong lumakas ang against sa BI.

I'm living in Canada and traveled to US and other countries few times, anlayo ng difference. They are so professional and polite. Parang Marites lang ang dating ng mga IO sa Pinas.
I admire you for voicing out. I heard many cases of being asked irrelevant questions by immigration officers. My friend was pissed off being asked for college diploma by the immigration officer. She was already in her late 40s, a professor. When she reacted to the officer, the officer was angry. These are too much. Bad image for our country.

It definitely feels as though the Immigration Officer deliberately prolonged questioning as a subliminal message that Cham should slip him a little grease money to wrap things up quickly. It wouldn't surprise me at all if that was the main motive all along for such lengthy questioning!

Whatever she had experienced was truly stressful. All BI had to do was to do their job right, but they couldn't do it in the end. Abuse of power is apparent here, this is so frustrating!
I was a first time Balikbayan from USA in 2008, was only going back because my mother had a stroke which affected her eyesight. I was traveling with my 4 year old daughter, and I kid you not, I had a transaction with one of the most rude female employee at the counter where I presented my passport and customs declaration doc. At that time, I had been gone the country for eight years and I was appalled at the behavior of some Filipinos working for the government and for their fellow Filipinos. They act as if they hold the key to the gate of heaven, that kind of attitude. Just imagine.
She named the BI officer on her interview with Kabayan Noli De Castro, the officer's name is Abdula. Abdula even got her phone and browsed the emails (which I think against data privacy act, correct me if I am wrong). She can perhaps file another legal case on that. They did not fire BI Abdula, Abdula was only placed at the back office, so I think BI is protecting Abdula against people's / netizen's / media's clamor.
That's unethical conduct to check her personal phone because that's invasion of privacy

I think some of the IOs are just power tripping. Many legitimate Filipino travellers have had this traumatic experience. I myself have been accused and berated by an IO so I too have carried trauma for years. It is so stressful to go thru the Philippine Immigration. They did this to my parents too. My mom and dad scheduled a flight from PH to HK. We were planning to celebrate their wedding anniversary as a family and they were the only ones in the PH so they have to take a plane by themselves. Then someone from immigration told them there's a problem with their documents. My parents have no idea immigration does this so they followed everything the officer said. They missed their flight but my cousin from the Ph helped them get new tickets the same day. We didn't know until we met up at HK, my mom said one immigration officer keeps saying "mag aboloy na lang kayo para mabilis" but my mom refused because they can't even give a valid reason

This apparently is NOT a case of suspected Human Trafficking but either a simple harrassment by the IO or the same wanted to induce bribe money from the traveller. The spokesperson is obviously just trying to do a damage control in favor of the BI, but not giving an impression of trying to help the travelling public. So sad that this things are again happening in our airports.

Let's not forget this happened before Christmas and it's just now coming out. How many people have had this or a similar situation happen to them. We had a similar experience but thank God my wife brought more items them we needed and I had a old brgy clearance from covid that had both our names and our address on it. No where does it say you are required to have bank statements, money, yearbooks, phone emails to prove anything. I would love for someone in this interview to ask "what is required to leave" she said don't bring yearbooks but that is what he asked for

Because Filipinos are happy people and they value the importance of shame or being ashamed to do something bad or something that can make others feel bad, they are not used to people who shows irritability and anger in public. They also don’t like to be embarrassed in front of a lot of people. They are very sensitive. Once you are talking to the Filipinos and you get angry with them, you have to hold your temper and talk or show your anger to them in private. They can understand if you will be angry because they committed mistakes and it will be easy for them to accept and adjust, just don’t embarrass them in front of other people because most of them will never forget that even when they get old.

My wife too to Singapore from Ph had the exact same issue! They interrogated her asked her for bank statements and pictures of our daughter etc. as an American i felt this is a complete violation of privacy. I’d be interested for this to gain traction.

Document the conversation or interview during secondary inspection, voice recorder or videotape. This will ensure that everything that has been asked and discussed during the inspection is properly recorded. Filipino travelers are at the mercy of BI officers n gusto mg power tripping or maybe asked for bribe. Secondary inspection should be conducted with full documentation and transparency for the protection of both the passenger and IO Officerm

Kaya nga I'd like to know if its possible and legal to actually record the conversation basta both parties know. It happened to me while I was on my way to Singapore also, But the immigration officer cant find anything to offload me so I was able to go but its true its not necessary to ask a lot of questions. When I applied for USA visa they only asked 4 questions. In our immigration, a lot of irrelevant questions. They cant say direct to the point what they really want that we all know what is it..
I have bad experience dealing with this Phil immigration but I always reply back with strong and accurate answer when bound to Singapore where I worked for 2 years as Expat Engineer.. I need to visit Singapore to train Technicians and Engineers..I am an Automation Engineer cum Trainor..So my American based company send me to Singapore to setup our Robotics Machines and conduct training...The immigration officer ask me " Ano daw gagawin ko sa Singapore? I replied that I setup Robotics Machine and will train Singaporeans in IBM Singapore..He answered in demand ka pla...sabi oo..May hotel itenirary ako. Round trip ticket at letter of invitation from IBM singapore plant manager..madamibg pang tanong na irrelevant so sinabi ko na paghindi ako nakapunta ng singapore eh babalikan ko siya at sinulat ko name nya..taga pque lang at pwedeng bisekleta lang sa airport..mainit na rin ako...buti tinatakan nya rin passport ko..mga inutil karamihan dyan..

This has been going on a while at BI but no one was brave enough to call them out until this young lady’s abuse came on. They are rude and down right abusive. This agency should be drained and be replaced asap. People who work there were obviously appointed because of connections not because of their own merit. Look at their spokesperson, she looks like a Karen to me.

10 years ago, I missed my flight to Canada because I did not have a "sticker" about attending a seminar of living abroad. I already lived abroad for 5 years in Singapore already. I had to attend a seminar to get the sticker that the Canadian immigration officer never even bothered to look at when I landed in Vancouver.

Nah almost all BI Officers are very arrogant. I went to the office in Cebu and I asked for information in the BI Office. And the officer just rolled his eyes ignored me like I was not talking to him. Never felt so humiliated than that. Only few but maybe like 2 are good ones. There rest feel so entitled.
I also have the same experience. I missed my flight because of the prolong questioning as the same time questioning with the secondary interviewer. I book another flight on the same day, causing me more amount. I don't know if this is a power tripping. I satisfied the requirements about my flight and returned tickets, hotel accommodation, they even asked and see my bank account. Until I missed my flight. I just follow the flow just to end up everything and proceed with my travel plan. Now, I am a happy traveler with only a few questions ask to clear the Immigration here in the Philippines.
This happens to my girlfriend and I have to spend extra expenses and she got offloaded in manila and she has to book another ticket it is unreasonable and she got fine from the airline even though it is the immigration fault and she has to pay for a new air ticket. Thank you for exposing the problem in the immigration in the Philippines.
A group of my colleagues were talking about this & say that incidents like what happened to Chams Tanteras are getting worse. That likely they were looking for money (grease). The BI personnel likely didn't think she would publicize the incident in social media. Tanteras was surprised about the volume of the public response to her
posting. This means other incidents like this have been happening.
Ms. Cham seems to be a very pleasant lady. It’s unfortunate that she has to go through these things. Buti nalang din na-open ung issue na ‘to so to alarm the other government agencies that normal citizens can definitely speak up and fight back.

There is really no winning with IO. if the travellers won’t grant consent to their phone then you probably would consider it a red flag. I don’t see why they should start checking on other people’s email. They can always just ask the person to show it to them without having to hold the mobile phone themselves.
I agree, this was a clear power trip by the officer. This happens far to often. So much of what Dana Sandoval said happens everyday this happened to my wife two weeks ago. After taking her phone I was upset and she told me to relax because she feared they would hold her there. I honest believe more of these stories will come to light in the next few weeks

I really don't see "accountability" in BI. I'm glad someone is being heard because in reality everyone specially for normal people who are just afraid and just follow them due to fear of hassle (offload) and just accept filipino treatment. I can relate because several years ago I also missed my solo flight due to prolonged questioning even immigration officer is being reminded by floor officer. Ending I need to rebook my flight to Singapore at the same day but refund is granted to me by (CebuPac - thank you). However, the experienced is very WALA SILANG PAKEALAM SAYO MAGDUSA KA!

We are in ur side and support u! Either it’s ignorance on their part or just wanted it as a game that brought damage financially and psychologically! This to end coz it’s not only the Filipinos but also other nationalities who love the Philippines.

The citizens should organize and file a case against this unconstitutional procedure w/ the supreme court. This should be scrap. Such power to inflict tremendous damage to travelers breeds corruption

BI should face the accountability!
The cost of the wasted time in both the two ladies should be added to the administrative charges against the power-tripping IO. His face should be plastered all over for proper "credit" in fairness to other IOs who are more professional in doing their job.
Back in October, I had the same experience with an Imm Officer and pisses me off until now. I have to swallow this bitter reality about the Philippine system. I went on a two week holiday bound to SA and Mozambique. The officer asked me any photo of my partner? Photos of earlier trips? Why I went to Qatar? Like hello, I was back in Philippines after these trips, alive! what human trafficking are we talking about here. I can afford my tickets, I can afford these trips. I felt violated, my privacy was compromised, I have to explain about a personal issue with my Mom and Dad oh my god! Why I have to go through this lengthy explaination. I wish I could have slapped the officer with my old passports, to show the countries I've visited. Asking unnecessary questions indicate incompetence of these officers, ineffective and inefficient system. We are way behind other SouthEast Asian countries. I could only wish for a miracle, a change, an improvemrlent. Less stress, happy, satisfied travellers. See you soon BI, I am travelling again😂

I see a lot of comments on several articles about this issue but this is nothing compared to what foreigners endure here in the Philippines
If they would speak out the internet blows up but they can’t because they would get blacklisted.
The government should contact a few so the world would know that the Philippines are not only corrupt but Racists as well because it’s not only the Immigration but it’s Everywhere.
As a Filipina I’m embarrassed how they treat foreigners and I say this because I witnessed it first hand and I feel for them.
I was offloaded 3x going to Qatar way back 2011 and good to be true that this lady comes viral so that the world will know what's happening inside the immigration office

You go girl! This is outrageous. They should be accountable for their action. If you don’t do anything this will be a never ending scenario. Unless you are a cause of concern this shouldn’t have taken place. And your phone and email are private. This is again should not happen. They got no right to scroll down on your email. Are they really concern about your safety? Or they want something else from you? This is interesting. Another red tape.
Simple action: let them have a face to face conversation in the presence of BI Commissioner and victim’s counsel.. so they can refute each other’s claim
Shout out to Cham Contreras. Some people feels so entitled just because they are in the position/authority. Whatever that position/authority is. There had been irregularities in the immigration. This happened to my brother about two decades ago. My brother was granted a 5 year multiple visa to the United States. He had previously travelled to the US with my parents. This time, he was traveling by himself to visit me. At the airport, an immigration officer confiscated his passport saying that it was fake. I don’t know what has gotten to that officer doing that when in fact it even has been stamped already from previous travels, from one of the Asian countries, and another from the US itself. My brother missed his flight, it traumatized him, he didn’t want to travel anymore. My parents have to go retrieve the passport, file a complaint. The passport was retrieved. The officer was reprimanded by his boss and the boss apologized for the inconvenience. My brother eventually pursued his travel and I got to see him. But all the hassle, and emotional trauma to me and my brother. For no reason at all. Who knows if they even had any memos or adjustments made to prevent like these to happen. Miss Cham Tanteras is right. This will just be forgotten and they’ll continue to do it. Thank to Miss Tanteras for doing this. Changes should be made, and sadly, it only happens whenever somebody formally file a complaint and it goes big. Thank you again and more power to you for representing millions of Filipinos.
