Generally today a civil govt has a military arm to protect the country but Pakistan the military has a civil govt arm. This was the blue print 1000's of years back then the Romans introduced conscription & a wage level but retained a portion of the old style ie retired generals got villas & slaves & became senators & very wealthy.
