Yes, the driver of the corvette was driving recklessly and drove into the back of that tractor-trailer combination but most often the professional truck drivers are to blame because as a professional they should have obeyed all the laws first. I won’t say he didn’t have an emergency but since 99% of the drivers who stop on the shoulder don’t have it, the probability is high that he or she didn’t either.

That ICC Bumper that is on the rear on that trailer is designed to reduce the damage and injuries, I have seen people like in this case rip them them off because the will break away after a certain point if I remember right. Like someone else mentioned the driver of the vehicle extremely lucky that the roof line was so low, although people tend to sue trucking companies in accidents more often than not, but who knows what will happen here. This is absolutely stupid for any driver to do for any reason other than being broke down. In which case, the driver has 10 minutes to put warning triangles out. The Corvette driver probably wasn't paying attention and screwing with their cellphone. That said, if the truck driver wasn't broken down, he shouldn't have been parked on the shoulder and may ultimately be responsible.
