We never observed a super small black hole, but how could we? If it is not right at our doorstep, I thought :)
+Gawd Almighty No. Particles forming due to Hawking radiation would be very rare events, it takes trillions of years to evaporate a black hole, so there's no way that could account for the amount of dark matter out there.
