    He did this to win over the public. During the Prohibition and Wall Street Crash he was viewed as a hero for doing things like this with his money.

      The feeling in the country, at that time, was that the wealthy were the cause of the Great Depression. So, coming from poverty himself, I think there was a sense of doing the right thing for the victims of Wall Street greed. Yes, he was a criminal, but his compassion for the poor was well-known and appreciated.

      Exactly! There's an old Superman comic I read where Superman (who is born in the USSR, long story) goes ballistic and takes over. He can hear everyone's voices, because of his super hearing. He figures he's succeeded in making everyone's life better, because he can't hear anyone complain - truth is, they are just too terrified of him to ever speak anything but praise.
