funding rebels does decrease stability you just need to do it in a nation that is already suffering from unrest to get the most effect as it increase rebel activity like someone already said it does work i was able to cause a turkey player to lose almost all of their territories by just funding rebels twice

Just press the allies flags during the peace deal, you can do the terms whatever the terms you want, including white peacing, but sometimes there some "x" that makes me unable to do terms unless i occupy the allied countries

I think i know, it is correct in certain circumstances and busted in others. 1: If you are talking about when you JUST finished conquering and finished war or are in the middle of a war, the enemy cities you captured's resources will indeed not have the same resource production as if it was independent. 2: However, after a while, if the unrest goes down, and not core yet though, the cities will have half of the resource production compared to if it was a core of your country(takes like 20 minutes for enemy cities to turn into cores).
Funding rebels does do something, China just didn't have anything else bringing down their stability. Countries with very costly militaries will easily be effected by having their rebels funded. Funding rebels doesn't really work when the country has a stability increase of about %0.05 or higher. If someone was playing as China, they would've seen that their stability increase went down when their rebels were being funded.
