Tobias was just character chose to defeat ash but he just over killed his team by using legendary and mythical Pokémon. That’s why I think he won’t return but if he did he will easily win.

I disagree with Giovanni and AZ being in top 8 I think Steve and Diathina are in the top 8. I think Giovanni will have a major team rocket arc that evolve chairman rose and eternatus. AZ it out there somewhere travelling about his regrets with kalos wars.

Cynthia replace Runerigus with Milotic(confirmed) in tournament. Glaceon was replaced by Spiritomb(confirmed) in tournament.
Cynthia should just come in and challenge Leon and be first, Leon doesn’t have half the mystery yet charisma that Cynthia’s character and her design portrays, she’ll be that mostly quiet and mysterious sometimes quirky but always super strong and intelligent champion that everyone liked and will like.

Are Cynthia fanboys illiterate? This is clearly stated for the anime, so the games have nothing to do with this. Leon is canonically stronger than Cynthia in the anime, you better hope they don't battle because Cynthia will get embarrassed. At best Cynthia will battle once and lose to Ash.

Nice team for Leon, but i personally cannot see him having Aegislash, since Dan the Referee has one.
I do think however, that they want to have either Wulfric, Steven Stone or Diantha in the Top 8, since they are Mega Users and so far we only have seen game characters as well, meaning i rule out Tobias. I don't think Diantha would be personally interested in the PWC, since she might not find the time due to her being an actress.
However, i can also see either Peony or Mustard be in the top 8.

Sorry to tell you but the strongest champion and the strongest trainer is Cynthia. In Pokémon sword and shield Leon’s battle is super easy, so easy you can beat him with six level 1 gastly. Lance is just easy and obviously you can beat him with one charizard but Cynthia will swip charizard with 2 moves. Remember you can have Cynthia battle when her team is level 85 and her garchomp level 88.

Yes but it is recently shown. Garchomp and Gastrodon both appear during Aaron’s match with Cynthia. Glaceon appeared in Unova. Roserade appeared during the Legend Arceus special
