Yes, the Dynamo player script will adjust the levels and ensure that the beams and floor are on the same level. It is better that the previous ones but could still do with a little rework.
In practical we dont provide splice in a plane , we gave splice in zig zag method in order to not form splice plane failure. I dont know its in there on revit 2025, other wise revit should add that feature in it.

What is the end goal of doing steel detailing in Revit? Does it produce fabrication drawings? Can it produce NC files for machine cutting?

Revit is capable of modelling most rebars but it depends on your local standards and requirements.
Do you have any trick to give gap say 1cm or 2cm between the line foundation and walls. By default revit has no option for that.

This is known as a staggered splice which Revit 2025 supports.
Why didn't they do the splice operation with the couplers?
That is on the roadmap for the next release along with cranked splices
