L was one of the greatest but he wasn’t on Jay’s level as an artist or businessman. If he was he would’ve been bigger than Jay by time he passed. Truth is L’s first album was lackluster and it hurt his rise. He had to go underground and rock the mixtape and local radio circuit for years before he bounced back. Plus DITC kept his name strong by always shouting him out wherever they went. If he had lived he would’ve got his just due with The Big Picture because it was by far way better than Lifestyles. Jay came out with a classic from the gate in 1996, one year after L’s debut, that changed the hip-hop landscape. Three albums later on vol. 3 in 1998 Jay was 5x platinum. In 1998 L dropped Ebonics which put him back in the number one contender position. But by then Jay-Z, Cam’ron, and Mase all were bigger and better artist than him. Huge difference.

His ghostwriters at the time was Pun and Triple Seis (which Seis mentioned in an interview), so my guess based off that flow, it might have been Seis (or Pun lol). Joe can spit , but he isn’t articulate enough to come up with concepts like Pun and his camp could. Which is why he hires writers, because he got no pen game to follow up on it.
