What's really needed is a complete audit and review of all government departments and taxpayer funded agencies. First to determine whether they are actually needed for society or whether they are just a duplicate of another, for example NIWA and MetService, two that could easily be one at half the cost. Reducing 'duplication' will often mean centralising and consolidating under one mega-department
What about the stupidity around some of the road traffic rules like having to overtake at the max speed limit on the open road. Also, the placement of 30km signs in places where there are actually no workers working.

About 15 years ago the ministry of fishers had about 840 rules for commercial fishing in New Zealand, it’s probably much more now. The ministry admitted that over 90% of prosecutions were done under 40 rules. In my opinion they could remove most of these rules with little to no harm being done.
The fish belong to the people of New Zealand, the government should administer that fishery on our behalf. There should be 7 cameras live streaming on every boat with gps positioning and available for anyone to monitor the position and the cameras. Then worry about reducing some regulatory red tape

And the profit from these Live Exports is 0.6%.
