Had same motor with same problem but worse and in Fwd only. Disassembled lower unit (not as intimidating as it seems). Clutch dog fwd side and fwd gear teeth were worn down causing slippage. Replaced both. (Not cheap new. About 390 for the two of them).Reassembled with a packing kit bought on ebay and the motor hauls ass.
Sure sounds like a clutch dog....Make sure the control cables and linkages are working correctly and properly adjusted or the problem will reoccur....And yes, early models had two lug clutch dog/fwd gears, later models had three lug set ups. Not sure if your 1981 model had the later style. Again, worn clutch dog/forward gear lugs usually occur due to improperly adjusted cables, or faulty linkages. New parts will be damaged quickly if these issues are not resolved.

So in neutral I can rev super high, but once I put into gear it’s like half of what it does in neutral.. sometimes it would kick full speed but then gogs back down and super slow
dude i have a 1978 johnson 35 horse and my motor is doing the same thing like when im going fast it does that jerking like i hit a log or something? did u find out the problem

Got it repaired for 600 dollars the lower unit was trashed forward gear and clutch got a new water pump installed at the same time

Mine does it when u give it just alittle gas it knocks hard
I was told Johnson motors pre 1983 only have a 2 dog clutch instead of 3 so they are less reliable
I've got a 77 Johnson that has 3 notches on the dog clutch. 70 hp
