I like this stretchy bind off, thank you! I am having difficulty with purling 2 together (binding off in pattern) Norwegian style - do you purl differently for the bind off?

No I purl the same way but yes it can be difficult. Try holding the yarn in front of your left needle when purling two together.

Is this a good bindoff for toe-up socks?

In my opinion it's a bit too stretchy. I prefer the sewn cast off for toe up socks. Tutorial for that is coming this month too.
