At this point you're straight up lying in 3.0 everytime theres a war everyone did shoot from a vehicle.
2.0 was nothing but drive-by tank wars.
In 3.0 it was allowed. Crims were able to do it but Cops were suppose to do it as a last resort
In 3.0, car shootouts were in first person, not third person.
