If i remember correctly you're not allowed to swim in there. It's just an artificial beach too filled with dolomite sands. It used to be filled with garbages until the major clean up that's why people aren't fond of swimming because you might get sick due to water quality.
I think it takes more years for that water to be back to normal
The water of the Manila Dolomite Beach which test showed has high coliform levels that could cause disease.

The water is not yet ready for swimming due to high coliform. The construction of the beach is one step to clean the water and beneath it are big hoses for water filtration system that will clean the water

Nice and clean on the outside but ugly on the inside. So water quality there is bad since the pollution buried by all that dolomite is still contaminating the water non stop.

how it become waste of money ,if the people will benefits like generate passive income with local vendor or near store and the dolomite beach become attraction for the less fortunate people who does not experience in beach vibes , the water are good compared before full of garbage
Waste of money? How about your "best president" who asked DPWH to construct a bridge in a place with no river underneath? How about those CR in PNR that are worth 295M to construct but there are no dividers in each cubicles? Now which is waste of money?
