is 18.10 good or 18.04 lts? never used any linux os before please help.
Ubuntu 18.10 is an interim release, supported with bug fixes and security updates for 9 months. 18,04 is supported for 5 years, or 3 for the other flavors. The next interim release will be 19,04, in six months. I prefer to reinstall every 6 months, because the software is more up-to-date, but if you don't want to do that, use the LTS releases. The next one will be 20.04, in 2 years. Otherwise, 18.10 is better than 18.04.
Thanx. I usually do these things on my windows 10 laptop:
-Web browsing
-Ebooks reading (PDF and EPUB)
-Music (MP3)
-Watching Movies
-Downloading things via torrent using BitTorrent
-Using MS Office products like excel and word
Now please guide me is there any better Linux OS available for these tasks? or Ubuntu is best for my needs?
Any Linux distro will do these things. I prefer UbuntuMATE to Ubuntu with GNOME. Linux Mint with Cinnamon is good, but is new only every 2 years. MX-17 is also a good choice.

And is update to a newer version of 18.10 is mandatory or there is a choice?
The decision about whether to upgrade to a newer version is up to you. It is usually possible to upgrade in place, but I have found a complete new installation faster and safer. In either case, you should backup all of your data.
