The building must have been wonderful to see when it was first built, the colours of the sand stone would have made it look very majestic in my opinion.

This is a Monument NOT a Folly.
It was built as a memorial to the First Earl of Durham, a folly is not a memorial. I suggest you look up the dictionary definition.
