These conspiracy theories are lame and assumed the impossible. It has no scientific and Biblical evidence. Their only reference is book of jubilies which is considered as apocrypha and rejected by Bible Scholars for its lack of biblical inspiration, harmony and authenticity.
Filipino's are not hebrews. There are so many scientific evidences that the DNA's of Filipinos are too far different from hebrews. They're not related to each other.
Even LDS (Mormons) claimed that Americans have hebrew origins, but DNA deny their claims.

The name Philippines came from the name of King Philip II, when the spaniards colonized the island. Therefore it is way more better to use the proposed name than to use the name given by the colonizers.

Lastly, there is no female version of Mr. Duterte. As far as I could learn, there are only two female president in philippine's presidential timeline. One is Corazon Aquino and the other is Gloria Arroyo.
Corazon didn't do anything good to the Philippines economy. She sold all the weapons of the Philippines to her neighbor country. The economy fall instantly unlike the time of Marcos regime.
Gloria Arroryo didn't do anything significant during her time.
We can easily noticed that great changes only happen on the time of Marcos and the present president which is Duterte.
