It doesn't just make characters come to life, it transforms already living people into the character, and one of the conditions of doing that is that the transformed person must know the story of the character. Since few living people (essentially only the Joestars and Pucci) actually know about Dio, let alone what happened to him, it's unlikely he could be revived.
Oh yeah, in the original arcade game Jotaro was the only character (aside from another Dio/shadow Dio) to be able to cancel Dio's time stop while it's still in effect.
