Maybe someone else found him recently and he hasn't respawned yet. Just keep searching every day and you will eventually find him.

Sorry for the late reply, but I don't know how to install eq2maps, since I don't use Steam. I never had to install it for it to work, for some reason.
You could try asking on the forums.
