At 4:17 you say put a "10k resistor between pin 7 and negative rail", but you connect it to the positive rail, as it should be.

For that you may need to add another 74hc595 IC into the mix and have one of the outputs for the first chip go to the second chips input. Then you would have another 8 outputs and you can double the LED like you did the first time and you'll have 32
