i think america would be a great parent to the states tho, cause the authority of the states is the highest power, so it's like little kids coming to him with little rules, in the form of drawings, that they want, and he just looks over them, and tells them stuff that might not work, and it's still their choice if they want these rules but he warns them of consequences and they go back to drawing and come up with new rules in the form of drawings, and when they want one he writes it into words for them and gives it to them to hand out cutsie patooty
