My friend tried to build an adu on his X-Large property out there and the city wanted over 230k with all the permitting and paying a “scientist” from la for 2 weeks to do an “Arizona bat study” you might be able to park some trailers temporarily until they caught you which they are pretty quick with, build you won’t be able to build at a reasonable cost because the city is getting agenda 2030 grant funding that stipulates that it makes policy to discourage urbanization; The cortese act. Then PG&E will keep your power off more than on for the same agenda 2030 goals. Just look at the local face book groups talking about it. Not trying to be offensive but that’s why it’s not selling.

There are ten's of thousands of these across CA and Southern OR, most of the starry eyed owners bought in at a high price at the beginning of legalization are still trying to unload them without losing their shirt but it's a losing battle. Prices are going to keep dropping because there are still a ton of suckers paying mortgages on theses turkeys. Decades ago land like this was pretend sold on balloon payments to guerrilla growers who would make a small down payment and then abandon them at the end of the season without making the final payment; that was win win, the owner could sell the land year again and again and the growers who were basically renting the land wouldn't lose everything in the even of a bust. Legalization blew up that business model, you can't compete against a professional operation when you have to truck in water and pot is dirt cheap. It's dry country that wasn't very profitable for the massive cattle ranches that used to operate so they've been broken into postage stamps lots. It's a pretty area at the right time of year, but you really need to want to live out in the middle of nowhere where there isn't anything to do and there isn't work available within a reasonable commute time.The development costs are high, water is scarce and the wells are getting deeper, it's hard to get to even if you love bouncing up and down on washboard for long distances. If you want to be an hour or more of bad road from a tiny grocery store in a tiny town then it's great.
in rural california you can't get property insurance for house and property.... they should give it away... because be lucky to get a FEMA loan when it burns up, you can't be off grid in California
There are lots of off the power grid homes, cabins, etc in CA. I drive by so many when I go out to areas where this property is located. That is all there is out here since the grid is very far away.

the real question is who is trying to sell the land , the city ? just burn the trash , park your motorhome , after a few years homestead the useless land , 100 years from now it will still be worth noting
The city? It isn't even located in the city. It is a private owner just like you, not a company or county agency. There is only so much land, it is a scarce resource.
My thoughts are that the developer wanted each parcel to have at least some usable land, flat land and have road frontage/road access. The roads would be too steep for vehicles if they made everything perfect squares since the terrain in this area is rolling with steepness here and there as well. So, it seems they made the roads first so they were useable then they cut up the parcels based on the roads with each getting a good chunk of road frontage. Their goal also seemed to be to have each parcel approximately 40 acres.
