2:30 It is in the comics that there is a bunch of "frozen" people underneath in a human storage facility for later use, and it is also(in a 2-in-1) probably dampening their heartbeats so that the Combine forces don't even know where they are(idk how the Combine detected bunches of life, but Glados' capsules are pretty effective at hiding humans from them)
