They really couldn’t be bothered to compose music for the Web of Fear so just played the Cybermen theme on loop
Well it was technically just stock music that they happened to use a lot for the Cybermen
It wasn’t even composed for the Cybermen, so they didn’t compose music for Cybermen stories before that point either. It’s not that “they really couldn’t be bothered,” it’s that they couldn’t afford original scores for every story, so in those cases, they resorted to stock music. But hey, it’s much easier to make a derisive comment on the reuse of a musical cue instead of being properly informed of where it came from.
Weirdly enough, i think there's a scene in Silence in the Library, when the guy says who turned off the lights for the first time, where a variation of this plays, but just the drum part of it, but it may be something different either, not sure

I’m rewatching ‘Web of Fear’ right now, and noticed in Episode 4 when they get to the surface this theme plays, so I looked up what other episodes it’s in.

In Asylum it's in the video but it plays again at the end, when the Doctor comes back to the Dalek ship to say "Suckers!"
In The Name of the Doctor it's in the climax, when Clara tells her closing speech after jumping into the timestream. It's when you see a shot of her as a child/teen/adult then her at the library with Tennant looking in the distance.

I would consider it more of The Cybermen theme. (Sure it also plays during the Yeti attack but that's a one-off.)
