When I first bought the album, this was the song that I felt an absolute, immediate, emotional connection to. It seems to express such a sense of loneliness and self-doubt in a painfully beautiful way.

Please have a look at the annotations for an elaboration on とて. The word "alone" is not in the title, but I guess you can interpret it that way. The lines you cited translate to "When you're next to me I feel sad for some reason - Why are we unable to become one?".
