Thank you for the clearing up. I work in beverage manufacturing and we have HMIs linked to PLCs to control processes. I'm a student of water and wastewater treatment and this really helps.
A PLC which is controlling a vendor specific piece of equipment in your plant could link to a DCS field station controller (PCU) via say, ProfiNet. This DCS I/O controller (PCU) will also then link to all other field stations and operator stations and thus we have the ability to control, supervise and monitor the entire plant process with DCS redundancy and high speed. But lets say this Plant is only 1 of 5 and they are placed in different locations across the country each with there own DCS system, It's the SCADA system that will then link theses plants and collect there data in a centralized location and store this data on servers, you would also have the ability to view the entire system (all plants) on some form of SCADA operator station, but the information will be sourced from gathered data in the server.

Can SCADA overwrite a function or a command from the controlling base station, that has been given from a field operator on his responsible PLC or PID (direct field controller) in case of emergencies? for example, a PLC controlling three pumps has been given a command from the field operator using its HMI, to work on 80% to fast forward the process to meet the job deadline, but from the database stored SCADA has a program for each pump maintenance table, and when working on 80% one of the pumps will not hold for the working time that has been set on its controller. Can SCADA overwrite the command of 80%? Will, it detects that before the job starts and notify the field operator that this command is a risk? or just record the event for investigation if the pump breaks afterwards.

If you are referring to PCS7, there is no good open source equivalent that can provide all of the base features of PCS7. You can put together a patchwork of applications and controllers that approximate these features. PLCNext from Phoenix Contact is a good place to start for open source controllers and applications.

The DCS itself could be thought of as a SCADA system if there are many remote controllers and I/O. An HMI is part of most all SCADA and DCS systems. HMI's only provide an operator interface to the process, and stand-alone, HMI's are not SCADA systems without other devices, like CPU's, I/O and communication models.

This all depends on how you program the system. If you need the SCADA to overwrite a command in the field, you can program the system to do this.
