Poachers are also a big problem. The government can set up regions wherein there is a ban on logging if they really wanted to, but how do you stop random people with guns who believe these birds will attack their livestock or children?
People in the Philippines know so well that it's prohibited to gun down these magnificent birds. The government even inserted this idea of preservation in the school so that information will be dissiminated. The random people whom you mention are illiterate people. They are ignorant of these facts. Now, the government is doing well in campaigning down there for additional information drive.

Philippine eagle go to the forest and multiply.....stop deforestation....
