To clarify, when I said the network gets overloaded, I meant hackers overloading servers in specific regions, so a certain group of people can't vote. This was why I suggested a hybrid model. if you can't vote online and you want to, then you can just go in person.

More of a cost benefit concern. Too many implementations don’t yield much benefit. Voters are motivated to vote either way
