Just love messing around during the first two minutes of gameplay after starting a new save. The wanted level will be disabled during the two minutes for some reason.
@@mehdiwinter4220 My theory is that, R* knew the players wouldn't drive towards the Red Light District hideout right away when they gain control of our beloved protagonist Claude instead, they would have explored Portland finding guns creating mayhem. And all that usual GTA stuff haha. So they should have removed the wanted level so that we can settle ourselves in the game properly instead of getting Busted after exiting Callaghan Bridge lol because of some kind of trouble we caused. When I first played this game, I only drove around and switched cars. Nothing else, it took me almost an year to find out that missions even exist. At least I got to know Portland like the back of my hand by the time I discovered missions as I did random stuff around the borough for maybe 6 months or an year.
The boat is known as *GHOST missing* on PS2 versions only due to the said boat is missing a valid GXT name. They probably never bothered to do anything about it since you can only find it in one mission, and it wasn't driven by you, but rather by Ray Machowski's partner. You can obtain it by forcing him to beach the boat and pushing it back to the water. In PC and later releases, the boat is known as *Ghost* as they have fixed the GXT script.
If you have beaten the game, then you have most certainly encountered it at least once. *GHOST missing* / *Ghost* is one of the special vehicles that you can obtain in III. Although you can't save the boat in your garage without using a emulator. Doing so on a real console will crash the game whenever you open the garage door.
