This comes from the fact that actors in a play are supposed to ignore the audience and pretend there is a fourth wall on stage, as the audience does not exist within the world of the play. When a character in the play does address the audience, they have “broke the fourth wall”.

My guess is a mix of face tracking and buttons that do the more complex preset animations like swimming away and hiding behind the rocks

Well the way the head moves has to be some kind of manual control. It's way too sporadic for face tracking or animations. Probably using a mouse or joystick. The expressions and movements are probably buttons on a board or macros from a keyboard.
He asked me about my facial hair and asked if all humans grow that or am I just a freak. Then I looked around the room and realized I was the only one with any facial hair at all. Well played.
I remember when me and my friends went to see this show at Disneyland. A little girl about 5 asked Crush a question but she was speaking really fast that Crush’s eyes kept getting bigger and bigger that when she stopped talking, he just stared for a couple of seconds and then said “Whoa Dudette, slow down”.

We were just in Disney and my 1 daughter asked how many kids he had and he responded ""65", to which then he let my other daughter ask question as well. She asked him what their names were...He expression was amazing....then he proceeded to tell us all 65 names....was absolutley amazing

I saw this exhibit when I was a tween and I asked him what was the ocean like and he just looked around all awkwardly and said: “Uhh..wet?” I was so bummed because then he just moved on after that 😂

I've never been to Disney.. how does this attraction work?? 😮 The 🐢 turtle is animated, yet can see-speak to the audience.. how is this possible?? 🤔
There is probably a dude sitting in a room with a facial recognition system that detects his head and mouth movements and sends it to the screen. And then he has controls to position Crush on the screen and play various animations. You can see that there are just a set amount of animations. The only thing that needs to be animated in real time is the head movements.
