  • In a compelling budget debate, Hon. Allan Bird, the Governor of East Sepik Province, sheds light on the pressing issue of off-the-book debts within the PNG Government. The governor articulates concerns about the micro-level implementation of policies despite substantial budgets.
Governor Bird highlights the need for transparency as he raises questions about government contracts, contingent liabilities, and borrowings by various entities. He emphasizes the importance of a comprehensive understanding of all debts and liabilities, including off-budget items, to provide lawmakers and the public with a clear picture of the country's financial landscape.
The governor's address underscores the potential impact on taxpayers, drawing attention to a young taxpayer's complaint about excessive taxes. With a focus on the danger posed by off-the-book debts, Governor Bird urges for a more transparent and accountable reporting system, expressing the shared concern of lawmakers about the implications of undisclosed financial obligations on Papua New Guinea's taxpayers.

These are constructive debates needed in Parlimemt on every parliament sitting . Such debate is relevant for budget sitting. If we can have 10 other Allan Birds they can make a dent on national level. Even defeating the fake budget on the floor of Parliament. 90% of them are not intelligent so they can’t debate with logic. It’s beyond their realms of thinking.

Governor AB, Please support micro businessess. Do away with free education and provide more jobs for the educated and qualified group of people and provide business opportunities for the informal group. Encourage agriculture activities. Send people doing nothing in the streets of towns and cities back home to work the land to grow more cocoa, copra, coffee, vanilla, alluvial gold, timber fisheries etc. Governor AB get the government to stretch its so called budget that is not reaching everyone to reach us now. Everyone must be put to work to contribute to the economy. Revive the vagrancy act. Task everyone to work. Today is time for action. Tomorrow will be chaotic if steps like that is not taken and continue to be ignored.

The concept of the off-the-book DEPTH of the PNG Government refers to the practice of incurring debt without proper authorization or oversight, leading to financial burden on the taxpayers of Papua New Guinea. This off-the-book debt is not transparent or included in the official government budget, making it difficult for the public to track and understand the true financial obligations of the government.
The impact of this off-the-book DEPTH is significant, as it can lead to mismanagement of public funds, lack of accountability, and ultimately, a heavy financial burden on the taxpayers. Without proper oversight and transparency, the government may be able to accumulate debt beyond its means, leading to economic instability and limited resources for essential public services.
This issue highlights the importance of transparency and accountability in government financial management. It also underscores the need for proper oversight and regulation to ensure that the government operates within its means and in the best interest of the taxpayers. Addressing the off-the-book DEPTH is crucial for ensuring the financial stability and sustainability of Papua New Guinea.

This debate on the 2024 Budget critically reveals the great danger the country is currently facing if the current government and those in the future continue to borrow without assessing the micro economic situation that is caused by our huge debt levels. There needs to be a comprehensive assessment or audit of the governments books to ascertain a degree of accuracy or certainty to assist government before the 2025 Budget is framed. Our current public expenditure for 2024 does not warrant any improvement in the basic goods and services deliveries as experienced in the past 15 years. Our poor annual stock -take by key government agencies now places the country in a dilemma which can only be corrected by the prudent management of the economy with zero borrowing in the next 5 years. This is about the future of the country and not about the politics of who better. God bless PNG

Thank you Governor ESP Hon. Allan Bird for that speech on the floor of Parliament.
If PNG is serious we need to vote in a technical or blue collar worker & a leader as the Prime Minister in 2027. All Provinces have a Autonomous Provincial Government. Enforce vagrancy act, loitering, move the capital of PNG to Arona Valley as originally planned in Independence or create 4 Capitals of PNG due to our diverse cultures and ruggedness of PNG, stop the unnecessary constant Government travels overseas, stop the wild spending of public funds, move away from fossil fuel products & create solar factories in all Autonomous Provincial Governments, create Policy & Parliament endorse the phasing out of internal combustion engines by 2030 in PNG those who wish to use ICE must switch to Hydrogen engine or Ammonia engine, all vehicles use electric cars, electric PMV buses, electric trucks, electric mining trucks, electric outboard motors, electric ships, electric barges, no more round log export (use carbon trade) & down stream some logs in PNG for internal consumption only no export of sawn timber, utilize electric container carry ships, immediately stop the LNG flaring on all sites in PNG, create factories to assemble & manufacture electric vehicles, PNG switch to electric- Hydrogen Hybrid aircrafts and ban fossil- fuel aircrafts into PNG by 2030 over PNG airspace except for military aircraft until 2050, the Green Technology factories will create 200, 000 new jobs & 100, 000 spin off jobs in all Provinces, PNG needs to strengthen its Police manpower to 150, 000 to 250, 000 in all Provinces or ask our International partners to supply 300, 000 Police manpower as short measure across PNG quick smart.
If PNG does not take this seriously then we are heading to civil unrest, chaos, revolution & becoming a banana republic. We have so much gold, silver, copper, petro-chemical, natural gas, oil but we are not developed at a rate consistence with the amount of natural resources and wealth PNG has. PNG really needs a technical person or blue collar worker & leader as Prime Minister to run the country not a pen pusher who is bogged down due ill understanding and appreciation of the technical development of our natural resources and not utilizing Green Technology to keep the raising of world temperatures below 2 degrees. The Almighty God said He will destroy those who harm the Earth. It Is Written!

It is clear that all members of cabinets should work as a whole and not keep matters to themselves as Hon. Allen Bird has pointed out for the MP to bring to the sitting the contracts (debts) to be recorded in the books. It is clear that PNG is not Totally Independent.........When a country is Independent, it means that country has the legal tender obligation in creating its own symbol for exchange/trade.....the PNG kina (PGK) is controlled by outside foreign super power countries who owe no debt to other countries.....hence, if we are entirely independent, we would be printing our own money, which should be the core function of our central bank, so when we need more PGK to support our economy, we simply could just print more......our leaders are totally blinded by foreign supremacists who use the power of a paper that has no lasting value to fool our leaders in making lousy decisions over the exportation of our natural resources......Only a true leader would face the fact and prevent this Forex bullshit that is spoiling our country.....but also telling our foreign partners that doing business in the country should be done on equal grounds, so all partners have equal value of benefit.....when we control the production of our own PGK, it will not be necessary to record debt/liability on our books

It is surprising that some of you, the current MPs who have been with PM Marape since May 2019, have been quiet all this time while teachers' pays were affected and new taxes were imposed, more borrowing of loans was facilitated, forex issues escalated and Jet A1 fuel was an issue with the way Puma Energy was going about supplying it. Where were you the MPs all this time? Why did you not speak up then? Were your hands tied? Did you see where PM Marape was going? The National General Election 2022 was the filthiest polling ever in the nation's history, yet none of you MPs spoke up, except for one former PM (someone that is even worse than JM). Why are you talking now? Why? Are you reacting to the looting and violence of the second week of January 2024? Why did you all keep quiet all this time while PM Marape was harping on with his "Richest Black Nation in the World" slogan? Did you not realise that Marape was just making noise? Was he not illogical? Why did you all keep quiet until now? Why?
