It is typical of the US government to accord some heightened level of security around and about important federal personnel and they also don't trust anyone and especially a country like Kenya where security forces are the thugs and hoodlums of the night terrorizing ordinary Kenyans.... so they take over every space where special personnel movement is taking place and everyone else even locals, regardless of sovereignty becomes a bystander.
