I don't recommend using a mouse to draw unless you use the shape tool. It can strain your hands quite a bit. What i do recommend though is practicing with pencil and paper until you can afford a drawing tablet.

What do you use, vector or raster?

I used vectors for the line art, then converted them to raster for coloring.
