Been the same problem for years. Data from Zillow 15 years ago same situation. It's what we try to solve for agents and it's reflected by the fact that 30% of top 10 national teams, exp team, etc are our clients.
Step 3 is the most critical... agents too busy "qualifying/disqualifying" clients... vs. "diagnosing / prescribing solutions"...

every brokerage has both amazing agents and not so amazing agents, your statistics line up well with that I believe the best agents in the business are significantly the minority in any brokerage and in the industry as a whole
