That "satanic" level of self-interest can only happen to people who do not have a love for their Community/Society/Tribe/FOLK. The _Only_ moral guideline that needs to be "common" is one's Need For & Need To Serve _SOCIETY._ ALL OTHER POSITIVE MORALS DERIVE FROM THIS, NATURALLY. In a healthy Society, the sorts of "satanically" self-interested Parasites are Rarities, and can be delt with. In an unhealthy society, like the modern world, selfish parasites THRIVE because there is no concept of Folk, of Tribe, of "Nation" beyond a set of borders.

You are over-complicating something very Simple. _All "Morality" derives from recognizing one's Self, as a member of a Society, as a member of a FOLK._ If Love for Folk is the ONLY moral taught, _All_ moral actions come Naturally, as derivatives. The _Only_ "moral law" is that You Need Your Community, and They Need Your Service. "satanically" self-interested people, indifferent to the suffering of others, would be Rare, and easily dealt with, in a society which builds Bonds between it's members and it's collective. They would be easily recognized as Parasites. In societies where social bonds have broken down, like our modern world, these parasites THRIVE, because they have convinced the Common Man that one's SELF is the most essential foci of one's life... ...which stops short of putting this truth in some important context: One's self _In Relation To Your PEOPLE, your Society,_ is the most Essential Foci of all human lives. Atomized selves are WORTHLESS to the Human Spirit, to the Human Psyche. Most humans will, apparently, choose some form of Suicide because they are unable to find any Value in "living for one's self". This suicide can be addiction, extreme Routine (it becomes a sort of trance, not an Active life), or escapism. How many today, told "Self is the center of your life", become, instead of ardently selfish, become co-dependent on lovers, work, status, or choose to Serve some person or group? These are all modern efforts to Love Their Community. To Serve Their Folk. Humanity will perish or regress to primal states if it is not allowed to be a Social species.
