Mettaton NEO v2.0 is a fanmade boss recreated by Quasar and made by A Huge Pancake. Better version of Mettaton NEO.
Unitale and Create Your Frisk are Lua-moddable Undertale engines that allow you to program and design your own Undertale battles.
Undertale is video game created by American indie developer Toby Fox in 2015. It is an RPG with bullet hell and avoidance elements and has a heavy focus on choices and their consequences.

It is an amazing fan battle but lore wise, it wouldn't make sense. The whole reason Mettaton Neo dies in one hit is the concept of DETERMINATION, and being a robot with no soul, lacks the DETERMINATION to do anything to Frisk.

NEO is strong if the person isnt Chara or Frisk and in Canon Genocide Undertale it makes sense since you have plot armor and the story is always you killing everyone
