as I wrote it depends. In certain genres, for example in jazz, you have to be a little careful with the base drum volume (the call it feathering) so don't play or record or mix it too loud. As opposite, in some genre of music like EDM the bass drum is King, so you have to give it a great importance. As you know however in that genre you have to decide if bass drum is superior to the bass or vice versa. It is hard to have both sound loud otherwise you will get a muddy low end. In my opinion take a track you like for reference and balance volumes of your mixes accordingly. In music, and thus in mixing so much depends on your taste. Hope it helps :)
