Thought I would add some math behind how the shadow rating stat works
Basically there's 2 hidden variables that dictate your shadow gauge percentage, the total rating which is the numerator, and the threshold which is the denominator. Total Rating / Threshold = Your shadow gauge percent.
Firstly, your total rating will go up by a random amount between 0.75 * your shad stat to your shad stat. For example if you have 150 shadow rating stat, your total rating would go up by some number between 112.5 to 150
Secondly, the threshold is decided by taking your opponents shadow rating and multiplying it by 5. So if your opponent also has 150 shadow rating stat, the threshold would be 750. This means your shadow gauge would increase by 15% (112.5/750) to 20% every turn, which leads to a shadow pip every 5 to 7 turns. (Also note I am flooring for the percents and taking ceiling for the turns because wiz handles this all in integers).
This math can also display how oppressive 4 piece shad can be to a 3 piecer and a 2 piecer
A 4 piecer has 160 shad rating on average
A 3 piecer has 140 shad rating on average
A 2 piecer has 120 shad rating on average
If a 4 piecer is vs a 3 piecer, the 4 piecer would gain 17% (120/700) to 22% (160/700) percent every turn leading to a 5 to 6 turn shad. The 3 piecer on the other hand would gain 13% (105/800) to 17% (140/800) equaling a 6 to 8 turn shad. Over the course of something like a 40 turn match, the 4 piecer is getting 6 to 8 shadow pips while the 3 piecer is getting 5 to 6 shadow pips. Converted to Dark Surge terms, that's 4 to 8 pips of basically free value for very little stat loss.
It gets a lot worse for the 2 piecer too. The 4 piecer would gain 20% (120/600) to 26% (160/600) every turn leading to a 4 to 5 turn shad. The 2 piecer would gain 11% (90/800) to 15% (120/800) equaling a 7 to 10 turn shad. Over the course of a 40 turn match, the 4 piecer is getting 8 to 10 shadow pips while the 2 piecer is getting 4 to 5 shadow pips. That's DOUBLE the amount of shads. Converted to Dark Surge terms, that's 16 to 20 pips of basically free value for very little stat loss.
Shadow Rating is a quadratically scaling stat meaning that every additional shadow rating both decreases your opponent and increases you

It's really situational but I'd say Dark Surge is your safest bet! I only pack like 3 shad hits now lol

@liahmisavibe so if I didn't want to run high shad chance in pvp I just pack dark surge to give me more tempo?
