Hi Amber, i thought about this for a while and i think the best way to do this is to first use a wider piece of ribbon/fabric, that should allow it to puff up a bit more. Then instead of gluing the entire edge of the frill to the base, i would stick to just one strip of glue straight down the centre of the base, this should allow each frill to separate from each other.

Hi Flor ! So i didn't end up measuring the amount of ribbon before making the frill. So i did my best to measure the length after making it and it is around 54cm.
