Creating your own packets is a great way to learn - the "doing" part really helps. There are many packet generators like Scapy, PackEth, Ostinato etc. out there that you can use to create your packets and transmit them. When your created packet is dropped or the receiving device does not respond to it, the troubleshooting that you do to fix the problem - that teaches you even more!
